Abstract


Human rights and development both aim to promote well-being and freedom, based on the intherent dignity and equality of all people. Human rights contribute to human development by guaranteeing a protected space where the elite cannot monopolize development processes and polices. The human rights frmework also introduces the important idea that certain ctorshave duties to facilitate and foster development. A human rights-based approach to development (HRBA) is a conceptual framework for the process of human development tht is normatively based on international human rights standards and operatinally directed to promoting and protecting hman rights. This article emphasizes that Indonesian development agendas must be formulated within HRBA.
