Abstract


Post-transfer concerning the Indonesian junior secondary education authority level stated by Law No. 23 of 2014 on Local Government influences to be doubt and polemic, particularly in the transitional process. This article examines the transfer policy of the responsibility for the secondary education in a province authority as mandated by Law No. 23 of 2014. Transitional policies should be available as medium to maintain and prevent the violation of the rights to education. Furthermore, policy formulation is not only aimed at the technical-mechanical issues as the transfer of assets and resources, but also must be anticipated the range of control over the budget, the education bureaucracy, teachers and so on.
