Abstract

The flash floods and landslides in Tukka District, Central Tapanuli Regency, not only cut off logistics access but also destroyed the main water sources for the residents of Hutanabolon and Huraba Villages. This condition triggered a clean water crisis and a surge in post-disaster infectious diseases. This community service aims to implement appropriate water filtration technology and provide basic health services to prevent epidemiological threats in refugee camps. The implementation method uses a Participatory Action Research (PAR) approach which includes assessment, assembly of a multi-stage filtration installation based on local materials (silica, activated carbon, and zeolite), and curative medical interventions. The results showed that the built filtration system was able to produce 5,000 liters of clean water per day, reducing the turbidity level (NTU) from 850 to 15, and significantly suppressing bacterial contamination. In parallel, basic health services reached 420 residents, focusing on handling diarrhea and dermatitis cases. The availability of clean water was proven to reduce diarrhea complaints by 40% in the first 48 hours. It is concluded that the integration between environmental technology engineering and basic medical intervention is the most effective strategy in the emergency response phase to guarantee the basic health rights of disaster survivors
