HAK PELAYANAN DAN REHABILITASI ORANG DENGAN GANGGUAN JIWA (ODGJ) TERLANTAR MENURUT UU NO. 18 TAHUN 2014 TENTANG KESEHATAN JIWA (STUDI KASUS UPT WANITA TUNA SUSILA DAN TUNA LARAS BERASTAGI)

Abstract

This article examines the implementation of the right to healthcare and rehabilitation for displaced people with mental disorder (ODGJ). Based on empirical analytical methodological research at UPT Tuna Laras at Berastagi, Karo regency, North Sumatra, this article finds out the lack of empathy and treatment for ODGJ according to Law No. 18 of 2014 on Mental Health. This Law obviously mentioned that ODGJ and ODMK (people with psychiatric problems) are vulnerable groups who should be treated with respect and dignity with principles with appropriate measures to make ensure obtaining quality of health degree.
