The implementation of the Merdeka Curriculum demands that elementary school teachers are capable of designing technology-based learning in an effective and innovative manner. However, the reality on the ground reveals that teachers' digital literacy levels remain uneven, characterized by limited digital competence, insufficient relevant training, and inequitable access to technological infrastructure. This study aims to map the digital literacy levels of elementary school teachers in designing technology-based learning, analyze their ability to integrate technology into the learning process, and identify the obstacles encountered in its implementation. This study employed a Systematic Literature Review (SLR) method, examining journal articles and scientific documents sourced from Google Scholar, ERIC, and ResearchGate, analyzed qualitatively through thematic grouping. The findings indicate that teachers' digital literacy is generally at a satisfactory level; however, the use of technology remains confined to technical functions and has not been integrated pedagogically. Technology tends to be positioned merely as a presentation tool, rather than as an instrument that transforms students' learning experiences. Furthermore, disparities in competence among teachers, unequal infrastructure, and heavy administrative burdens constitute systemic barriers that undermine the optimization of digital literacy in learning. These findings affirm that enhancing teachers' digital literacy requires an approach that goes beyond technical aspects, and must comprehensively and sustainably strengthen pedagogical competence, in order to realize substantive learning transformation within the implementation of the Merdeka Curriculum.
