Abstract

This study discusses the integration of content, construct, and consequential validity in learning assessments for elementary schools (SD/MI). The purpose of this research is to explain the importance of implementing these three dimensions of validity in an integrated manner to create an objective, accurate, and meaningful evaluation system. The research method used is a Systematic Literature Review (SLR) guided by the PRISMA framework. Data were collected through literature searches on Google Scholar using keywords related to test validity in elementary education. Out of 124 initially identified articles published between 2019 and 2026, 15 selected scientific articles met the strict inclusion criteria and were analyzed in depth. The findings indicate that content validity focuses on ensuring the test aligns with the curriculum and learning objectives; construct validity measures students’ cognitive abilities and thinking processes accurately using modern measurements; while consequential validity emphasizes the ethical impact of test results on students’ character and motivation. The integration of these three types of validity can be implemented through systematic test blueprints, higher-order thinking skill-based assessments, and authentic assessments that are humane and transparent. Therefore, the evaluation system at the elementary level should not merely focus on academic scores but also contribute to building students’ competencies and character holistically.
