Abstract

This study investigates the challenges faced by SD Negeri 023972 Kota Binjai in English language instruction, focusing on reading skills. It aims to explore the key obstacles, root causes, and potential solutions by employing a qualitative descriptive approach. Data were collected through semi-structured interviews with the English teacher, providing direct insights into pedagogical, infrastructural, and psychological issues affecting learning. The findings reveal students struggle with phonological aspects, contextual comprehension, and confidence in reading English. Contributing factors include limited access to media and digital resources, teacher reliance on lecture-based methods, and insufficient parental support. The study concludes that a holistic strategy encompassing teacher training, learning media enhancement, and community engagement is essential to improve English literacy at the elementary level. These insights serve as a basis for educational policy development and school-level intervention to strengthen foundational language competencies in line with Indonesia’s 2045 vision.
